		<description>I agree with your observation on how our ability to attract and retain intellectual talent is eroding - a critical problem.
I believe that a major competitive advantage we have enjoyed has been our ability to attract the best minds and retain them with minimum cost.
The economic benefits of this capability have been astonishing - a nation such as China would invest 20 years in building up a talented human, this person would come to the USA, and we would invest just 4-5 years in them, retain them and benefit from their innovations and mental talents for the next 60 years!
We are losing this mission critical capability as other economies grow and standards of living improve globally.
Just as we have recruiters who go after and attract the best basketball players and athletes, I believe that we must begin an aggressive and organized recruiting program to go after and attract the best brains in the world.
This will require changes in our immigration policy and this aggressive recruiting should be part of any real stimulus package if we are truly interested in the future competitiveness of the United States.
